Let me ask my good friend from Missouri a question then because this amendment really falls, in my mind, into three categories. First, we are going to withhold the funds; second, if you prohibit constitutional prayers; and third, the local school board or educational agency shall not require form. What if you took off the last sentence, shall withhold funds if you prohibit constitutional prayer; we have, no, they shall make no order or ordinances to the form of the prayer?
