I appreciate the fact that the administration repealed the nonsensical rule on CIG grants by the previous administration that said that TIFIA loans, when an entity borrows money that they are going to have to repay with interest, that it doesn't count as a local cost share, I appreciate that you have repealed that. That was idiotic.
