It has been, you know, a given since the founding of the Nation, George Washington with canals, Abraham Lincoln with railroads, Dwight David Eisenhower with highways, and Ronald Reagan incorporating transit into the Highway Trust Fund, that these are basic and important investments that need to be made by the Federal Government on behalf of the States and territories.
