I think it is ironic that those on the Republican side of the aisle who, for years, opposed the concept of the independent counsel, in fact allowed the laws under the independent counsel to expire this past December because of opposition from the then-Bush White House, are now saying how much we have got to have this law. Consistently the Democrats have said that we need an opportunity in the statute to ensure that the appearances of investigation of Federal criminal activity by high ranking Government officials is in appearance being conducted without bias, without political pressures, and that is why we have this concept of an independent counsel. It is important for the credibility of Government, it is important for the credibility of the accused, and I believe we fashioned a fair bill.
