Mr. Chairman, I rise in support of the amendment offered by the gentleman from New York [Mr. Solomon]. I may not agree with some of the wording of the findings of the amendment, but I clearly support the sense of the Congress language and the spirit and thrust of the gentleman's efforts here. Clearly this is the most important issue facing the world and the security of the world today. I want to point out that I think the gentleman would agree that the legal right that we have to ask to intrude, to interfere into the nation State of North Korea, is the fact that they are a signatory of the nonproliferation treaty. This gives us the legal authority and foundation to ask and to seek and to go in and inspect. This is a legal document that they have signed, they have agreed to, and if they want to be a member of the world community, then they ought to abide by that contract. That is what the Solomon amendment is getting at, and that is what I fully support.
