As the Senator knows, it has been observed we operate like mushrooms, often. We tend to do our growing activity at nighttime. Yet here we are, convened to do the business of the Senate as of 10:15 this morning on this particular bill. What are the options that we have as managers of this bill, to expedite this bill's handling, as my colleague sees it? In light of the fact that the leader, Mr. Mitchell, indicated very clearly on more than one occasion that we must complete this bill, getting this aid--as the Senators from California and others have emphasized again and again and again today--we must complete this before the recess begins for the Presidential recess, Lincoln Day, we used to call it. And that is scheduled to begin tomorrow, Friday. At the same time, we must complete this bill in the Senate, we must go to conference with the House to resolve the differences between the two, and come back here again to report to the body to adopt the conference report.
