I have three motions to commit that I believe the Senate should consider during our debate of H.R. 1, The Tax Cuts and Jobs Act. I ask unanimous consent that my motions to commit be printed in the Record. Motion to Commit With Instructions Mr. Merkley moves to commit the bill H.R. 1 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) raise the Federal corporate income tax rate to 25 percent to pay for K-12 education through block grants to States. Motion to Commit With Instructions Mr. Merkley moves to commit the bill H.R. 1 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) increase the Federal corporate income tax rate to 25 percent and transfer any increase in Federal revenues resulting from such increase to the Highway Trust Fund under section 9503 of the Internal Revenue Code of 1986.
