Mr. President, I will just say a couple words before I turn it over to the Chair and to my colleague from West Virginia. When I think of Mary Landrieu, I think of the most tenacious person in the Senate standing here, holding court, fighting for her cause, fighting for her values, fighting for her State. I think particularly of the hard work she did on flood insurance, on this issue that was so critical to the State of Louisiana and very important to my State of Oregon and to our other States but particularly Louisiana. She was determined. Every time I was on the floor, she would say: Jeff, have you done this and Jeff, have you done that. She would grab someone else, and she would say: And now we have to do this. That is how legislation gets done. Senator Landrieu really drives things through the Senate. It is one thing to be here and express your ideas in kind of a social manner-- well, wouldn't this be nice or wouldn't that be nice; it is another to stand here and say: I am going to make this happen because it is important to my constituents and important to our Nation. I have seen Mary Landrieu do that on issue after issue, and certainly for all who came in with my class 6 years ago, it has been a wonderful education on how to make maximum use and effectiveness from this privilege of serving in the Senate.
