I see my colleagues on the floor who have their own amendments to address. I will conclude by saying that if I can't get up one of my four amendments to be debated--all substantive and all addressing key components of this agreement--then this is not a robust process, this is not an open process, and I ask the majority leader to keep his vision that he laid out on this floor that this would be an open process and a robust process.
