If a person is a farmer or a rancher, saying this is not an emergency is cold comfort. Saying this will be addressed in the farm bill is cold comfort. When a person's land is burned up, when they have the worst drought in a century, it is an emergency, and getting help 6 or 8 months after it happens is unacceptable. We have a responsibility, having not gotten the farm bill done, to do these emergency provisions today.
