And that's why I've introduced the constitutional amendment to do that. But as you know, and I know, it's very unlikely we're going to get the two-thirds we need in each chamber plus three-quarters of the state to agree to a constitutional change because too many states are red states that want to use every strategy they possibly can to retain power, even when it represents massive misrepresentation of the American people.
