In 1961, he did this again, and in that case it was debated on the floor of the Senate. Everyone said: Let's get the rule out there, let's hold a debate. Eventually, they referred it to the Rules Committee. Finally, near the end of the cycle, it was moved out of the Rules Committee, back to the floor, and they held another debate on Senator Anderson's proposal.…”
