“Madam President, it is my privilege to rise to join with my colleagues from New Hampshire and Pennsylvania and Colorado in support of the New START treaty, the New Strategic Arms Reduction Treaty. I felt that engaging in that discussion, being part of that effort, was a very valuable matter in which to put my energy. So I spent 2 years at the Pentagon working on strategic nuclear issues and then worked for Congress, the Congressional Budget Office, as a strategic nuclear policy analyst during the 1980s.…”
