Colleagues, this amendment encourages the opportunity for Americans to purchase prescription drugs at or near the lower prices that manufacturers charge to individuals in other similar, developed nations. Here is what every American knows: We all invest more in the research and development to develop drugs than the taxpayers of any other nation in the entire world, so we should be getting the best price, not the worst price. This amendment creates an opportunity for us to serve the American people and get them the fair prices they deserve. The PRESIDING OFFICER. The Senator from Idaho.
