Donald Trump is a con man. This attempt to sway Americans by sending them a check with less than 30 days before the midterm elections is deceitful.

America today is larger, busier and more complex than the America our Founding Fathers designed the Senate and its rules to govern.

To be clear: Both parties have played a role in creating Senate dysfunction, and both have a responsibility to fix it.

This is an insult to Congress and the Constitution.
