This comes after the commissioner's statement that this ``security operation,'' as they refer to it, in Burma was ``a textbook example of ethnic cleansing.'' As we ponder international relations, we see from time to time that one group, somewhere in the world, will respond to deep tribal impulses and prejudices and seek to wipe out another group. These are horrific moments in history, and we have seen this movie--this situation--occur time and again.…”
