“Mr. President, our Constitution starts with those three beautiful and powerful words: ``We the People.'' Our Founders envisioned a nation with a form of government that wouldn't result in a government by the powerful and the privileged but instead would really deliver for the American people a form of government that is the foundation for every American to thrive. We have another 25 States that are going to be running out of money in the first 3 months of 2018, disrupting the continuity of essential services for our little ones.
