America today is larger, busier and more complex than the America our Founding Fathers designed the Senate and its rules to govern.

To be clear: Both parties have played a role in creating Senate dysfunction, and both have a responsibility to fix it.

This is unacceptable, and our bill holds the Netanyahu government accountable for its illegal, reckless, and inhumane actions in the West Bank.

This is an insult to Congress and the Constitution.
