Jeff Merkley: “I just wish it did not take 2 days to get a Congressional Delegation halfway around the world to start those meetings.”

This is an insult to Congress and the Constitution.

To be clear: Both parties have played a role in creating Senate dysfunction, and both have a responsibility to fix it.
