first of all, let me say this does not apply to Washington, so the gentleman's implication that it applies to Washington is inaccurate. It applies to 5 States: Alaska, Oregon, Idaho, Utah and Nevada. We are not talking about something extraordinary like churches or selling to somebody. In fact, they could donate it, they could have the State of Idaho buy it, they could have a private organization buy it, they could have somebody with private property buy it and use it in that respect. The issue here, though, is as these lands come off the tax rolls, they affect our schools, they affect our roads, they affect things going on in the community, and that ought to be recognized.
