How cynical what we just heard. How cynical. Ms. Velazquez has 43,000 children in CHIP, $2 billion in DSH cuts in her district, 43 health centers, and she is going to vote against $1 billion for the citizens of Puerto Rico and the Virgin Islands because that is not enough. Yes, we need to do more, so her answer is vote ``no'' today and deny $1 billion. Mr. Speaker, I yield 1\1/2\ minutes to the gentleman from South Carolina (Mr. Norman).
