I don't believe the gentleman was a Member of the Congress when most of those hearings were held. So you wouldn't have had benefit of those hearings. But my question is: If they did all those hearings, why didn't they have a markup to fix it then, if this was such a problem? Was there a single markup on this bill in a substantive committee?
