I offer my amendment. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 67, strike lines 1 and 2 and insert the following: ``(ii) a highway or bridge project carried out on the National Highway System, including-- ``(I) a project to add capacity to the Interstate System to improve mobility; and ``(II) a project in a national scenic area; The CHAIR. Pursuant to House Resolution 507, the gentleman from Oregon (Mr. Walden) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Oregon.
