I am dismayed that my colleague from Portland has chosen to attack farming the Klamath Basin with this reckless and harmful amendment. By doing so, we are kicking the very farmers in the stomach just when they have been begun to recover from the last attack that this government hit them with. You remember, these are the men and women of the Klamath Basin who had their irrigation water cut off to them last year. They could not raise their crops and then the National Academy of Science has found the government's decision to cut off their water could not be backed up by science. In short, the Federal Government got it wrong, terribly wrong. What makes this amendment especially troubling is that it flies in the face of science and could hurt the farmers, the economy, the community and the very species that it is supposed to be introduced to protect. Mr. Chairman, it is our responsibility to see that this Congress does not get it wrong again and do even more damage in the Klamath Basin, damage not only to the farmers who lease the lands on the refuges but also damage the wildlife, the waterfowl and refuges.
