I am not opposed to the gentleman's amendment, but I am happy to speak on it. Again, section 1332 already requires that the State plan, the one they submit, will provide coverage that is at least as comprehensive as the essential health benefits, including mental health and substance use disorder services, including behavioral health treatment, and will provide coverage to at least a comparable number of its residents.
