Mr. Chair, I certainly appreciate Dr. Dunn and the good work that he has done on many of these issues, and I also appreciate his willingness to withdraw his amendment. As a result of our committee process and various member conversations we have had, we have reached bipartisan compromise on the underlying bill on the issue of concern to Mr. Dunn. I understand that thoughtful Members can find themselves on different sides of an issue at different times, and I certainly respect the gentleman's position. That being said, we believe our underlying policy represents a fair middle ground, and it ensures rigorous analysis on the issue going forward. Mr. Chair, I appreciate the gentleman from Florida withdrawing the amendment. Mr. Chair, I yield 2\1/2\ minutes to the gentleman from New York (Mr. Tonko).
