This Act and the amendments made by this Act shall not take effect unless the Secretary of Health and Human Services, in consultation with the Commissioner of Food and Drugs, the Director of the National Institutes of Health, and the Director of the National Institute of Allergy and Infectious Diseases, certifies that no provision of this Act and the amendments made by this Act will adversely affect research on, development of, or approval of any drug (including any biological product) intended to treat or prevent infection with the virus that causes COVID-19.
