I thank my friend from Maryland for his good work on this legislation. Madam Speaker, I yield 3 minutes to the gentleman from Illinois (Mr. Kinzinger), who is a very talented legislator. He has put a lot into this bill.
It is unfortunate that the HEROES Act 1 and HEROES Act 2, Republicans were completely excluded from the discussions on this.
I have no other speakers on my side of the aisle. It is good legislation, bipartisan. It should become law. I urge its passage, and I yield back the balance of my time.
