I am a firm believer that the work of Congress begins, not ends, when a bill is enacted into law.

The legislation as adopted was not my preferred approach for many of the reasons expressed in today's prepared testimony.

I favored construction from the bottom up, not the top down, with certain minimum interoperability requirements.

One of my questions, though, is how is this money getting spent? Where are the stewards of the taxpayers' dollars?
