I am writing to express my strong opposition to Representative Gingrich's peacekeeping amendment. The impact on U.S. foreign policy and U.S. leadership in the post-cold war era would be devastating. This amendment would jeopardize missions such as our peacekeeping operations in Cyprus, our sanction enforcement in Iraq, our U.N. peacekeeping in southern Lebanon. In addition to bringing about the virtual collapse of U.N. peacekeeping, withholding payments to our U.N. assessment would create a serious violation of our treaty obligations under the U.N. charter. Peacekeeping operations are an important tool for protecting and advancing U.S. interests in the post-cold war. Mr. Chairman, I want to join with the Secretary of Defense, William Perry, and say vote 'no' on the Gingrich amendment.
