This is an example of why our export control regime is broken and badly in need of review. The typical high school teenager's bedroom has more computing power than the United States possessed when it developed the atomic and hydrogen bombs. Our friends and allies are worthy partners to deal with us in the satellite industry. As has been pointed out by my two colleagues in favor of this, what we are doing is we are forcing people to deal with other entities in Europe and around the world, so actually we are undermining the United States' long-term security interests, forcing them to other markets while we undermine American business. I almost never disagree with my chairman and ranking member, but I would respectfully suggest that this is an illustration of why we need to revise our export control regime. And before and unless we do that, adopting this amendment is good for business, it is good for technology development, and it is common sense. I urge its adoption.
