Amendment offered by Mr. Blumenauer: Insert before the short title at the end the following new section: Sec. ____. Effective three months after the date of the enactment of this Act, none of the funds appropriated or otherwise made available in this Act may be used to pay the salaries or expenses of personnel of the Department of Agriculture to make price support available (in the form of loans, direct payments to producers, or other subsidies) with respect to an agricultural commodity in the absence of a report to Congress by the Secretary of Agriculture that (1) fully specifies the amount of Federal funds being used to provide such price support and (2) describes the full effect of import quotas and tariffs imposed by the United States to protect such commodity.
