This is part of a comprehensive approach. Democrats have been working since we returned to power to increase fuel efficiency and with other alternatives for energy. I welcome a broad, far-ranging debate about what Republicans did when they were in control for a dozen years in the House, especially the 6 years of the Bush administration, they were in complete control, their energy bill of 2005 when they were running the show, in contrast with what we've already been able to accomplish with just the last 18 months and what we propose to do in the future. Support the rule. Support the underlying bill. I look forward to that debate.
