Indeed. Well, the cheapest electron is one that we don't have to use. If we just double American energy efficiency, we can cut carbon emissions 22 percent by 2020--and, by the way, that would save American consumers $327 billion a year. This is a tremendous opportunity to achieve savings, generate economic activity, and pay a dividend, economically as well as environmentally.
