I could not agree more with my friend from Massachusetts, who has actually spent the time getting inside this program. In fact, if the Republicans really care about hungry people in this country, these legislative efforts are a strange way to show it. They are restricting the ability of Governors to grant waivers in places where people have no access to jobs. Governors, Republicans and Democrats alike, have requested these waivers because people need help, and the system couldn't meet their needs. If they are concerned about fraud, waste, and abuse, look at the Crop Insurance Program, which has a higher rate of abuse than the miniscule amount with the food stamp program. And yet they are in the process not of reforming crop insurance, but enriching it and putting in another provision, the so-called ``shallow loss'' provision. They are cutting benefits for poor people, increasing payments for wealthy farmers, and not dealing with simple, commonsense reforms that would give more value to the taxpayer--and not at the expense of the neediest Americans. This is kind of a through-the-looking-glass situation. There are two proposals on the floor--``sense of Congress''--that I will probably support. I have worked on a bipartisan basis to try and reform the egregious sugar program and to try and move in a modest sense to reform crop insurance, but we can do far more. And I note that these have bipartisan support.…
