“I just want to clarify in my own mind. I heard Mr. Kolbe say that the effect of our amendment, there were about 900 million, if I heard him correctly, that was unallocated at this point. There is some report language in there that talks about where it might go. According to the information I have, there is only $7 million that has been identified in report language for Armenia and Azerbaijan, and there is over a quarter billion dollars that is completely undirected. So I am wondering where the $70 million figure came from that you are citing here that our amendment would impact.”
