I appreciate my friend's joining me. The crux of this issue is, who's going to get the benefit? There were over 300,000 contracts, and 92 projects took 20 percent of the money. This amendment would target it for those far greater number. Most of the large, confined animal feedlot operations manage on their own--the rest of them can. Focus it for people who need it the most, not have a bunch of the money sucked up by large, industrial agricultural activities. Provide more benefit for more farmers and ranchers.
