Mr. Speaker, I voted against H.R. 4557, the Blocking Regulatory Interference from Closing Kilns Act of 2016, yet another bill in a series of Republican attempts to block EPA's ability to effectively regulate pollution in a way that protects our health and the environment. H.R. 4557 would delay the enactment of an important rule limiting mercury and other hazardous pollution from clay and brick products production facilities. I was disappointed to see it pass the House, but I know that President Obama and Democrats in the Senate will ensure that this misguided bill does not become law this year. The Clean Air Act requires the EPA to establish standards for pollution from all industrial sectors, and many other sectors are already complying to improve air quality. There is no reason to further delay this rule, and no reason for this legislation. I am hopeful that House Republicans will drop its obsession with pro- pollution bills and allow us to get to work on a budget and bills that will improve the lives of Oregonians.
