I have appreciated the debate here on the floor talking about the essential services that are included in the FAA reauthorization, but sadly, some of the consequences are for significant cuts in vital services--I hear some of my friends talking about Essential Air Service. It impacts my State. We're looking at significant reduction in airport construction, and as we've heard, it would stop NextGen, as the former administrator under the Bush administration was quoted as saying, ``in its tracks.'' But Madam Chairman, it doesn't need to be this way. We can, in fact, respect the concerns about not adding to the deficit without shortchanging these essential programs. Our friends in the Senate, have provided one of those rare occasions where the other body has shown us the way. They have passed in the last year, with 93 votes last year and 87-8 votes already in this session, a reauthorization that actually adds revenues, but not general taxes, but there's been an agreement that has reached overwhelming consensus. You don't get 87 votes out of the other body for raising revenue unless there's broad acceptance with the industry, with those who are regulated and those who are concerned about preserving these essential services. There's an agreement within a broad swath of the industry to increase the fuel tax, a user fee for the people who benefit.…
