America is the largest polluter dealing with greenhouse gases and it is appropriate for us to exercise some leadership. The gentleman from Maryland (Mr. Gilchrest) has, I think, identified why in fact it is a problem, the single greatest environmental threat that we face. Unfortunately, this administration has been slow to acknowledge the problem, and sadly slower to embrace American leadership, which is needed in a global sense. I am pleased with the gentleman's willingness to accept the amendment. I hope that it portends greater things in the course of this session where Congress can provide some leadership on this critical environmental level; that we can be promoting a bipartisan commonsense approach to reduce the greenhouse gases, and to encourage American industry and individuals to all play their role. I think this is an important first step, and I appreciate the leadership that the committee has been exerting.
