We need to make sure going forward we don't have these aberrations that cause us to go through these gyrations for something that on its face really is not going to yield the economic results. Finally, I hope we can work together in the same sort of spirit, evidenced working with Mr. Herger, Chairman Camp, Ranking Member Levin, to deal with the broader picture of how we're going to solve the long- term problems of our budget deficit and our flawed revenue system. We can reform our system, give a balanced program that both reforms and raises revenues, that changes how we do business. I'm convinced that this is within the capacity of those of us in Congress, and today's positive vote on this legislation is a little indication of how it can be done.
