It's sad that we're taking time that should be spent on the economy and making communities safer and stronger to facilitate, instead, less rational and less effective gun safety laws. I deeply appreciate the gentlewoman from New York putting The New York Times article from last Sunday in the Record. The gentleman from Florida talks about his experience. Well, in that article is sad evidence. For example, in the State of Washington where that tragic occurrence occurred, since 1995, more than 3,300 felons and people convicted of domestic violence misdemeanors have regained gun rights. And according to the analysis provided by the State court system, of those, more than 400, about 13 percent, have subsequently committed new crimes, and more than 200 committed felonies including murder, assault in the first and second degree, child rape, and drive-by shooting. The gentleman talks about evidence. Well, the study in the American Public Health Journal referenced in that article found that denying handgun purchases to felons cut the risk of their committing new gun or violent crimes by 20 to 30 percent. And another study by the Journal of the American Medical Association found that handgun purchasers with at least one prior misdemeanor--not a felony, a misdemeanor--were more than seven times as likely as those with no criminal record to be charged with new offenses. I come from a State that would have its protections undermined by this proposal.…
