I take modest exception to the comments of my good friend from the State of Washington because, having read ``Wilderness Warrior'' about Teddy Roosevelt, there is no doubt that T.R. is spinning in his grave. This Interior Environment appropriations bill represents an abdication of responsibility on the part of the Federal Government. Not only does the bill cut funding for clean air, clean water, and protection of public lands, it is polluted with anti-environmental riders. These riders have nothing to do with reducing the deficit and everything to do with undermining the role of the Federal Government in protecting our Nation's environment and public health. This is a partisan attack on 40 years of progress to protect our health and environment. It places profit-seeking interests of large polluters over the health of the American public, privatizing the benefits while forcing the children and elderly to bear increased health care costs. Most of all, this bill is a waste of time. In the midst of a looming debt crisis, we are engaged in a rhetorical debate about legislation that moves us backward and will never become law, either defeated in the Senate or vetoed by the President. Republicans are risking the stability of our economy for the opportunity to demonstrate once again they are more concerned in protecting industry profits than the American people.…
