This will pass. It will not really do anything other than sort of trying to be the pivot point in trying to spin the issue. But it would be nice at some point to stop the spin and the things that are beside the point, and maybe encourage the Republicans to agree amongst themselves, come into accord between the House and the Senate, and maybe get some of these appropriations bills to the floor so we can see where we're going.
