What we need to be doing is having a robust effort at NOAA to be able to deal comprehensively with climate, being able to deal with how we help communities be more resilient, how we are able to deal with the forces that are down upon us to help the scientific bases to be able to maybe even encourage this Congress to step up and do its job. I reserve the balance of my time.
