Let me turn, if I could, to my good friend on the Rules Committee for purposes of yielding to a question, if he would. I was just curious. I had an amendment before the Rules Committee. I noticed you waived germaneness on other questions. I had an amendment submitted that would simply ensure that the bill accurately accomplished what its title described. My amendment would have struck everything in the bill except the title, Energy Tax Prevention Act, and replaced it with language that actually prevented the EPA from imposing an energy tax. Do you have any guidance as to why this amendment was not in order? I yield to the gentleman from Texas.
