it's time to overhaul the Internal Revenue Service--the most inefficient and the least user-friendly Government agency in America. If any Member of this Congress still has doubts about legislation to overhaul our Nation's tax collecting agency, they should consider two cases of IRS abuse that I have been confronted with in the last few months. The first involves a woman whose bank account was frozen because her ex-husband died owing a tax debt that he had accumulated after the couple's divorce. The second involves a single mother who is working her way through college. The IRS lost the rebate check she was owed. The check was deposited in someone else's bank account, and 8 months later she still hasn't gotten her money--let alone the interest she would have earned on the refund. These women are representative of the myriad of miscalculations and errors which have plagued the IRS in recent years. Reform of this beleaguered agency can no longer be postponed, and I believe that the IRS Restructuring and Reform Act accomplishes this task in a fair, efficient and bipartisan manner.
