if I may, I would like to answer the gentleman's question. First of all, there is a definition in this bill. Secondly, it doesn't have a minimum standard. Now, the 1 percent is what the Department of Homeland Security asked for, that it is 99 percent accurate. However, it can be more than that. It can be 99.2, 99.5. That is the very minimum that has to happen. So it can go well beyond that. Again, it is trying to make sure that you can take into account anything that has either been developed or on the market today or will be on the market so you have some flexibility and some competition amongst the companies.
