The amendment, as modified, is as follows: At the end of the amendment, insert the following: SEC. __. RESCISSION OF UNSPENT AND UNCOMMITTED FEDERAL FUNDS. (a) In General.--Notwithstanding any other provision of law, of all available unobligated Federal funds, the greater of $40,000,000,000 the amount determined necessary under the Statutory Pay-As-You-Go Act of 2010 (Public Law 111-139; 124 Stat. 8) to offset the budgetary effect of this Act, excluding this section, in appropriated discretionary unexpired funds are rescinded. (b) Implementation.--Not later than 60 days after the date of enactment of this Act, the Director of the Office of Management and Budget shall-- (1) identify the accounts and amounts rescinded to implement subsection (a); and (2) submit a report to the Secretary of the Treasury and Congress of the accounts and amounts identified under paragraph (1) for rescission.

I just do not think it works. And I want to be humane. We have a moral obligation to the least of these, folks who do not have a place to live, but there has got to be a better way to do this.
