Madam President, let me say that most everything the Senator from Illinois has talked about I agree with. We have been talking about this bill for a long time. I join Senator Rockefeller in encouraging anyone, Democrats particularly, to bring any amendment down they want. Procedurally, I don't think I can get my two amendments in the queue until that happens. For the moment, I ask unanimous consent that I be recognized as in morning business. The PRESIDING OFFICER.
